hurricanes and gas prices

After the latest bout of hurricanes, Ike and Gustav, I’m left wondering 2 things, one dealing with the direct impact of hurricanes and (stupid) people, and the aftermath of the media and (stupid) people.

First, why do we not bill people that do not evacuate when given a mandatory evacuation notice? I understand people wanting to stay where they’ve lived for years, and they hate to let their things go, but really - if a hurricane is coming you ought to get the hell out of there. Pack up the things that are irreplaceable, load up the car, and leave. Sure you’ve been through one before, you think you might know better than the scientists…. that’s all well and good as long as it’s not MY taxpayer money paying for the search and fucking rescue crews to sweep in and save your ass after you’re stuck in 10-20 foot storm surges and you’re beating a hole in your roof because you had to climb into the attic to save from drowning.
What we really need here is incentive to get out of the path of a hurricane. Say, if your area is given a mandatory evacuation notice, and you decide to stay, you pay for the cost of the rescue mission that picked you up off of your roof with a helicopter. Seems fair enough to me - if you left when told, you pay nothing; if you stayed and didn’t have to be rescued, you pay nothing. If, however, you stayed in all of your infinite wisdom, we put a dent in your retirement or savings to pay for your stupidity.

Finally, something happened in the area I live following the hurricanes. It had nothing really to do with the hurricane, but people are blaming it on that as well as the “greed-mongering” gas stations in the area. What happened, was the media ran a news bit about how we *might* run out of gas in the area if the pipeline to the region stays out of commission too long. What happened?
